By partitioning the state, millions of people could have a chance at self-government.

Constitution forbids making a state from an existing state.

Robert-are you reading the same US Constitution as I am?  Article 4 Section 3 describes how a new state can be formed out of an existing state.  It's been done 4 times in our history.
