The most efficient way to prevent terrorism or crime in general, is for the government to put everyone whom they think is likely to commit a crime in the future in jail, just on the chance that they MIGHT go through with it. In order to implement this policy it would be necessary for the government to suspend the rights of the people who they feel potentially are dangerous, just like in the movie "Minority Report", where they had the "Pre-Crime" division to catch people BEFORE they committed a crime.

The policy to prevent terrorists acts from happening is to punish people before they have a chance to commit the dastardly deed. When innocent men and women can be arrested based on suspicion alone with no benefit of due process and a trial by a jury of their countrymen, it is obvious we no longer live in the land of liberty.
This policy changes the role of government "employees" from the guardians of our liberty in to criminals. They use propaganda and indoctrination to convince everyone that this is completely normal, when in reality, they are nothing more than the thought police bent on eliminating our God given rights and converting them into privileges granted by the state. This is wrong and we ALL know it. When will we correct this problem?
The purpose of our Constitution was to create a more perfect union by protecting the life, liberty and property of the people. The best way to prevent a future crime is to send the loud and clear message that those who violate the life, liberty or property of another will be swiftly punished.
The Patriot Act and the National Defensive Authorization Act have given the government the authority to incarcerate individuals and suspend Habeus Corpus and the due process of law. To arrest individuals who have committed no crime, turns innocent citizens into criminals and victims of tyranny.
