The purpose of a just law is to prevent people from harming one another. The best way to accomplish this goal is to punish the offender, Rather that trying to establish justice we should strive to prevent injustice. 

Establishing justice is positive concept while preventing injustice is a negative concept. It is much easier to create a just society by attempting to  prevent bad behavior than it is to promote good behavior.

All laws are designed to protect the lives, liberty or property of individuals. You have a right to life, therefore it is against the law for anyone to kill you.

You have a right to be free, therefore it is against the law for anyone to enslave you and you have a right to own property and it is against the law to steal the property of others.

These natural laws are considered negative laws, because these laws protect your rights by punishing those who would violate them.

Positive Laws entitle people to receive things. All people are entitled to a car, a job or health care. Laws of this type are positive and create an obligation of the state to take  from some to give to  others. This type of positive law/
