It may come as a surprise to the average tax payer to learn that bond issues to build schools,  hospitals and prisons are unconstitutoinal.

In Article 1 Section 10 of the Constitution the powers probited  to the states are listed.

No State shall enter into any Treaty, Alliance, orConfederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title ...
The founders wanted to protect the people by prohiting the states from emiting bills of credit that would obligate the people to pay taxes to finance the building of schools, hospitals and prisons.
