The men who wrote the Constitution did not want to create a nation, they wanted to create a more perfect union of sovereign republics. It was their intent to create a limited government where each state could govern itself and the rights of the people would be forever secure.

The central government be responsible to provide for their common defense of the states and to promote the general welfare. of all of the people.

The mission of the government was expressed in the Preamble which reads:"We the people of the united States in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, to secure the blessings of liberty to ourselves and our posterity, do and ordain and establish this Constitution for the United States of America."
