In 2010 Virginia had a a total population of 8,000,000 and 11 representatives in the House. The size of the average district qas 727,272.

Rhode Island had a population of 1,052,000 and had two Congressional Districts with an average of 526,000 people.

If Virginia had been equally represented with one representative for every 526,000 they would have 15 representatives instead of just 11. Virginia was under represented by 201,872 in each of their 11 Congressional Districts. 

A total of 2,220,592 Virginians were not counted for the purpose of apportionment in the House of Representatives in
