According to the 13th Amendment no one can be lawfully be compelled to  perform labor for the benefit of another without their consent, unless they have been convicted of a crime. 

A man that is forced to surrender a portion of his wages to the government without his consent becomes a unpaid employee of the government. The only way the income tax can lawfully imposed is if the individuals volunteers to pay the tax.

Slaves of the 21st Century

Rhode Island has two Congressional Districts with an average of526,000 constituents in each.

Montana has one Congressional District with a total of 989,000constituents.

If every state was equally represented with one representative for every 526,000 there would be over 700 Congressional Districts instead of just 435.

 the 1860 Census counted a total of 3,953,760 slaves. but only60% or 2,372,256 were counted and  40% or 1,581,504 were not counted for the purpose of apportionment in the House of Representatives. 

Montana in the 2010 Census had a population of 989,000,, but only 53% or 526,000 were counted and 47% or 463,000 were not counted for the purpose of apportionment in the House of Representatives.

The slaves of the 19th Century were better represented and the residents of Montana in the 21st Century.
