According to the Constitution it can only be amended if two thirds of the members of the House and Senate vote on a proposal to amend the Constitution and three fourths of the states ratify the propose amendment.

According to Article 1 Section 2 Clause 3 every state is supposed to have 2 senators an 1 representative in the House for every 30,000 people. Today we have 435 Congressmen representing 320 million people which equates to approximately 1 representative for every 700,000 people. If we were following the Constitution we would have over 6,000 Congressional Representatives.
