Is the US Army really building internment camps here?

Still think "it can't happen here?"
Recently, a video has been going around the internet entitled "Leaked Document: Military Internment Camps in U.S. to be Used for Political Dissidents."
The video describes a "U.S. Army Document FM 3-39.40" which describes how citizens will be detained and "resettled," and "indoctrinated."
Of course, in light of the federal government's recent purchase of 2 billion rounds of hollow point ammunition, as well as 2,700 heavily armored vehicles specifically for the Department of Homeland Security, folks are understandably on edge.
Combine these troubling purchases with Attorney General Eric Holder's statement that it is acceptable for the federal government to kill American citizens with drone strikes, and suddenly the notion of jackbooted thugs dragging Ron Paul supporters off in the middle of the night to a concentration camp does not seem so far-fetched.
Even more disturbing, the story appears to be true...
The document, entitled Internment and Resettlement Operations was created in February 2010 for Department of Defense use only.
However, it was apparently leaked last year and is now available for public view on many websites.
The document makes it clear that the policies apply “within U.S. territory” and involve, “DOD support to U.S. civil authorities for domestic emergencies, and for designated law enforcement and other activities,” including “man-made disasters, accidents, terrorist attacks and incidents in the U.S. and its territories.”
The manual states, “These operations may be performed as domestic civil support operations,” and adds that
“The authority to approve resettlement such operations within U.S. territories,” would require a “special exception” to The Posse Comitatus Act, which can be obtained via “the President invoking his executive authority.”
The document also makes reference to identifying detainees using their “social security number.”
Once the detainees have been processed into the internment camp, the manual explains how they will be “indoctrinated,” with a particular focus on targeting political dissidents, into expressing support for U.S. policies.
The re-education process is the responsibility of the “Psychological Operations Officer,” whose job it is to design “PSYOP products that are designed to pacify and acclimate detainees or DCs to accept U.S. I/R facility authority and regulations,” according to the document.
The Army document states that the PSYOP teams conduct the following duties:
- Identifies malcontents, trained agitators, and political leaders within the facility who may try to organize resistance or create disturbances.
- Develops and executes indoctrination programs to reduce or remove antagonistic attitudes.
- Identifies political activists.
- Provides loudspeaker support (such as administrative announcements and facility instructions when necessary).
- Helps the military police commander control detainee and DC populations during emergencies.
- Plans and executes a PSYOP program that produces an understanding and appreciation of U.S. policies and actions.
Remember, these camps are to be manned "within U.S. territory," according to the document.
In 2009, a disturbing ad began appearing on internet employment sites, the ad in question was placed by the National Guard.
Here is the ad as it appeared on Monster.com (it has since been removed):
"Correction Officer Internment / Resettlement Specialist"
"As an Internment/Resettlement Specialist for the Army National Guard, you will ensure the smooth running of military confinement/correctional facility or detention/internment facility, similar to those duties conducted by civilian Corrections Officers. This will require you to know proper procedures and military law; and have the ability to think quickly in high-stress situations. Specific duties may include assisting with supervision and management operations; providing facility security; providing custody, control, supervision, and escort; and counseling individual prisoners in rehabilitative programs."
So, now we know why the National Guard has been hiring "Internment / Resettlement Specialists."
