In the spring of 1861 President Abraham Lincoln adjourned Congress sine die and sent the representatives and senators home. Congress reconvened on April 15, 1861 was 3 days after the commencement of the Civil War.

I believe that Abraham Lincoln thought that Civil War was not a war. He was just dealing with am insurrection and that it was Constitution right to do so. The definition of insurrection is a violent uprising against an authority or government.
The southern states were not trying to overthrow the government of the United States, they simply wanted to peacefully withdraw from the Union. Fort Sumter had been a Constitutionally authorize government enclave before South Carolina seceded from the Union.
The Federal government owned and maintained a number of forts in the southern states, but Lincoln only focused his attention on Fort Sumter..
The south did not invade the north and simply wanted to withdraw from the Union, The southern states did not need permission from government of the United States to leave the union. If the rebellion was taking place in northern states he would have had a right to intervene, but the seven states which seceded had become a foreign country.
