These three rules of ethical conduct are the foundation of  a just society.  If these principles were obeyed we would not need the tens of thousands of rules, regulations, codes, ordinances and statutes that govern our lives.

I think what Benjamin Franklin was saying is that as nations become corrupt and vicious, they lose the internal control (their conscience) and need external control.  We can make all the laws we want, but society will not improve if their internal control is missing.   A time will then come where the external control leaves a citizen stripped of any freedom.
