Thanks for the reply Keith...I agree, Texas does it different, and usually has a surplus every year...the state I don't think has ever included investment income with populous tax income...which is why we tend to have a stronger economy than other states...Texas still has some work to do to be totally in the black, from what I last read about our state's debt, but they have several means to work toward that goal...investment income is just one, plus this serves as extra money to be able to supplement budgets when needed...

You are correct the numbers were for 2003. The amount of money invested by the state of Texas continues to grow every year. The return of the invested assets rises and falls with the stock market's performance. The amount of the surplus is not as important as the fact that the state of Texas is not including their investment income with the tax revenue collected to calculate their total revenue.
