SUBJECT: Policy and Enforcement of SB 941
Staff,
Effective immediately, it shall be the policy of the Grant County Sheriff, that, if any calls for service, complaints or issues involving the private transfer of firearms and most particularly, those transfers of privately owned firearms that are described under SB 941, those complaints, if any, will not be investigated or responded to by this agency.
This agency shall take no part in sting operations nor shall we provide or give information to other agencies regarding the sale or transfer of firearms as related to SB 941. The Oregon State Legislatures mandate to restrict or prohibit the private sale or transfer without a background check is in violation of the Oregon and US Constitutions.
Secondly, these firearms are private property and unless those firearms or any firearm for that matter, are used in the commission of a crime will then be subject to search and seizure pursuant to a search warrant or a consent search and confiscation by policy or Oregon law and would be subjected to being seized as evidence. SB 941 and the law as written, came without additional funding and staffing and whereas, it is most difficult to maintain the level of services that this agency provides with the staffing and funding that we are currently at, make it impossible to enforce a new law that would have two parties who more or less mutually agree to trade, sell, barter or otherwise “change hands” would make the transaction a criminal event in Oregon.
Oregon law allows for the use of discretionary powers in the enforcement of Misdemeanors in Oregon. As Sheriff of Grant County and as a representative of the people, it is my directive to the staff of this agency that we shall take no part in investigating, responding to, expending resources or tax payer funds in making issue with disarming of law abiding citizens when those citizens are exercising their 4th Amendment right to be secure in their personal effects and 2nd Amendment right to bear arms.

Dear Mr. Vice President,
My name is Sheriff Glenn Palmer, I am beginning my fourth term as sheriff for our county. I have been involved in law enforcement for almost 30 years. Prior to that, I have served in the US Air Force for four years. I too, have taken the Oath of Office to defend and uphold the Constitution for the State of Oregon as well as the Constitution of the United States. I take my duty and responsibility seriously. The citizens of Grant County have entrusted and empowered me to represent them. We have a history with customs and cultures that will support and defend the Second Amendment as well as the Oregon Constitution. The Oath that I swore to is to support and defend our constitutions from enemies, both foreign and domestic.
I will not tolerate nor will I permit any federal incursion within the exterior boundaries of Grant County, Oregon, where any type of gun control legislation aimed at disarming law abiding citizens is the goal or objective. We live in a free society and firearms ownership and the right to defend ones self from becoming a victim of a criminal act or from a far reaching government attempting to enact laws that are unconstitutional.
As Sheriff for Grant County, Oregon, I too will publicly state that I will refuse to participate, or stand idly by, while the people I represent are made into criminals due to your unconstitutional actions.
