The Seventeenth Amendment

Article V of the Constitution mandates that no state shall be denied their equal representation in the senate without their consent. In 1913 thirty six states of forty eight states ratified the 17th amendment which compelled the other twelve states to surrender their right to be represented in the senate without their consent,

Does the 17th amendment violate the Constitution and the rights of the states to be represented in the senate?
