The men who wrote the Constitution knew that it would be necessary for the people to amend the Constitution in the future and Article V of the Constitution defines the amendment process.
They knew that changing the Constitution could be a very dangerous proposition, so they made it difficult to make changes without the overwhelming support of the people.
A proposed amendment would need to receive the support of 2/3 of Congress, then the proposed amendment would be presented to the states for ratification by 3/4 of the states.
Unfortunately, we have allowed Congress to amend the Constitution by passing laws that they have deemed necessary and proper. It is my contention, that if the legislation is necessary and proper it should be presented to the states as a proposed amendment.
The President amends the Constitution when he signs Executive Orders and the Supreme Court amends the Constitution every time they misinterpret the Constitution or make decisions on issues outside of their lawful jurisdiction.
Decisions on marriage, abortion, education, health care and drugs are just a few examples of issues outside their lawful jurisdiction.
Any agency or department that is needed should be voted upon by the people. If we need an Air Force or National Parks, the people should amend the Constitution to make that happen.
If we need a Federal Reserve System, the people should decide to have that happen.
We can either amend the Constitution when it is necessary or we can let our elected officials do whatever they want. They can do nothing without our consent and unfortunately we give our consent by remaining silent.

If I understand correctly America adopted the constitution, so all else is a mute [moot] point.
Also check the War Powers Act somewhere around 1930 and the Trading [with The Enemies] act which also negates much of the Constitution if it was adopted. Then of course there is The Patriot Act and the Defense Act; each of which nibbles away at human rights.
God given human rights are not a gift of any written document; they are an intrinsic and inherent part of our human DNA that cannot be negated by some arbitrary law. Something is rotten in the state of Denmark.

To change the Constitution without a Quorum of people in the State of WV is very dangerous and as I said in the earlier post, they need to have the ability to decide through learning of how the Constitution was formed short of the treaties which came later.
States must have their own Constitution for a safety feature against future government overgrowth. And the people need to learn and maintain their civil responsibilities now not taught.
The Declaration of Independence stands on its own 2 feet as it is the voice of the masses to set aside any government they deem as destructive to their needs.
