The Constitution does not authorize the existence of any of the following agencies. Any all federal agencies that are not authorized in the Constitution need to be lawfully created be a Constitutional amendment.
All powers not delegated to the government of the United States nor prohibited by it to the states is reserved to the states. Any servuces provided by these agencies are lawfully the resoibsubukutty of the states.
Any service that is deemed to be necessary and proper that can not be provided by the states may be assumed by the Federal government if three fourths of the states vote to ratify an amendment authoritzing the Federal gpvernment to assume those duties.
