According to the Articles of Confederation it was a supposed to be a perpetual union that could only be amended with the consent of all 13 of the states. When George Washington was inaugurated in the spring of 1789 only eleven of the 13 states had ratified the Constitution. Since it had not received the unanimous support of all 13 states was the Constitution properly ratified when George Washington assumed the Presidency in 1789? Rhode Island became the 13th and final state to ratify the Constitution on May 29,1790 when their legislature voted 34 to 32 in favor of its ratification.
If the Constitution mandated that anyone elected to be the President would need to be 35 years old and 14 years a resident of the United States, how is it that George Washington had only been a resident of the United States for 13 years when he was inaugurated in 1789?
