Currently every state has one elector for every member their state has in Congress. The state of California has a total of 53 Congressional Districts. The electors are chosen by the political parties, but should be chosen by the people in each of the Congressional Districts.
The electors should be able to vote their conscience. The winner take all concept needs to be abandoned. The votes of millions of Californians who voted for Trump were not counted, which violates the principle that every man's vote must be counted.
