Eugenics is a pseudo-science that sought to improve the human gene pool by preventing the physcially and mentally unfit individuals from reproducing. In many states, laws were passed which authorized the state to sterilize individuals who the state determined were likely to produce offspring that would become a burden to society. This wqas the belief system used by Margaret Sanger to institute Planned Parenthood. This was also the philosphy of Adolf Hitler, who believed that Jews were inferior and therefore expendable. Margaret Sanger believed all blacks were expendable.
