After the end of the Revolutionary War Original Thirteen Colonies decided that in order to survive and prosper they would need to form an alliance for their mutual benefit and protection. They wanted to remain free an independent , bust understood that their mutual cooperation would be necessary for their survival.
Since the founding of the colonies, they had governed themselves and did not want to surrender their sovereignty to a central government. They wanted to create a governing body that would protect the state from foreign invaders and would promote peace, prosperity and freedom
In 1787 representatives of the states met in Philadelphia to create a more perfect union. The drafted a Constitution that granted to the new government a short list of delegated powers to prevent the abuse of power by the government that they had just created.
The Preamble to the Constitution should have read "We the States" rather than "We the People". It was the states that created the Federal government and it was the states that would be responsible to enforce the Constitution and hold government officials accountable.
The Tenth Amendment
"The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."
