The population of Delaware was 45,385 and 2,996 slaves. For the purpose of apportionment 1,778 would have been counted. If Delaware had been assigned more than one delegate, that would have provided Delaware with more than one representative for every 30,000. This would have violated the provisions of Article 1 Section 2 Clause 3. This in one of the reasons that George Washington vetoed the Apportinment Bill of 1792.
At the census of 1790 the state of Virginia was estimatede to have a population of 508,004, There were 317,422 white people and 220,582 slaves and a combined population of 449,771 for the purpose of apportionment. If the number of representatives had been based on the actual population Virginia would have been entitled to 15 representative, but in order to comply with Article 1 Section 2 Clause 3, Congress dellibereately underestimated the population to be certain that no state would have more than one representatives for evrey 30,000.
Virgina had initially 10 representatives in the House and 9 additional seats were added due to the Census of 1790.

When 3/5 of the slaves of which equaled 12,498 the population of Georgia for the purpose of apportinionent in the Gouse of Representatives would have been were counted for slaves. For the purpose of apportionment Georgia had a a total 12,948 slaves that counted for apportioned and a statewide total of 47,918. Georgia had been assigned 3 representatives or 1 representative for every 15,839 people. Georgia apportionment violate Article 1 Section 2 Clause 3 which entitled each state to not more than one representative for every 30,000.
