Most people believe that the original 13 colonies all became states when the Constitution was ratified. When New Hampshire ratified the Constitution of June 21, 1788, the government of the united States was born, Shortly, thereafter New York and Virginia became the 10th and 11th states. Rhode Island and  North Carolina did not become the 12th and 13th states until after George Washington had been elected President.
 

 

 
When the Bill of Rights was submitted to the states for ratification, there were only 11 states that had ratified the Constitution plus North Carolina, Rhode Island and Vermont who were waiting in the wings.
 
For any or all of the 12 proposed amendments to be ratified it would require the approval of 11 of the 14 states.
 
States that join the union after an amendment has been proposed are not allowed participate in the amendment ratification process.  None of the 39 states that have joined the Union after September 25, 1789 had a right to vote on the ratification of the Bill of Rights.
 
Starting with the admittance of Kentucky in 1792 all future states admitted to the Union could not participate in the amendment process if they were not states when the amendment was first  proposed.

"After the first enumeration required by the first article of the Constitution, there shall be one Representative for every thirty thousand, until the number shall amount to one hundred, after which the proportion shall be so regulated by Congress, that there shall be not less than one hundred Representatives, nor less than one Representative for every forty thousand persons, until the number of Representatives shall amount to two hundred; after which the proportion shall be so regulated by Congress, that there shall not be less than two hundred Representatives, nor  * more than one Representative for every fifty thousand persons."
* The word more should read less rather than more
