Can the legislature of a state change their vote on the ratification of an amendment that has already been ratified. Pennsylvania rejected the proposed first amendment on March 10,1790, but changed their vote on September 21, 1791.
The state legislature of Delaware voted to reject the proposed 17th Amendment in 1913 and 97 years later in 2010 they decided to change their vote to favor the ratification of the 17th amendment.
Based on this president any of the 42 states that have voted for or against the ratification of the 17th amendment would have the right to change their vote. If six states were to rescind their previous ratification vote, the total number of states that have voted in favor of the ratification

The Utah legislature rejected the amendment on February 26, 1913. No action on the amendment has been completed by: Florida, Georgia, Kentucky, Mississippi, South Carolina, or Virginia.
