The Supreme Court only authority to issue rulings on matters on which it has jurisdiction. When the Court rules on issues outside of its authority, it is the right and the responsibility of the states to refuse to comply with Supreme Court opinions that violate the Constitution.

The government of the United States does not have the authority to dictate to the states how they should set up their state legislatures. Before 1964 the states had employed the same model as the Congress of the United States. The model consisted of two legislative houses with one house to represent the people and the other represent the states. The states legislatures were patterned after the model of established for Congress in the Constitution.

Chief Justice Earl Warren reasoned that since only people had a right to vote, geographical regions should not have a voice in in the legislatures of the state. Whether, Warren's opinion is right or wrong is not the issue. The fact simply is that the court did not have the Constitutional authority to rules on issues outside of its lawful jurisdication.

The Tenth Amendment affirms the "powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

Authority which is not delegated to the Supreme Court does not exist. The Supreme Court does not have the authority to dictate to the states on how the states must organize their state legislatures.

The Constitution does not specify how the state legislatures are to be organized. Therefore, it is up to the people to decide how they wish to organize their state legislatures. 

The Supreme Court decision in Reynolds v Sims needs to be vacated and the authority of the people and the states must be re-established.
