George Washington, the first U.S. President, organized his principal officers into a Cabinet, and it has been part of the executive branch structure ever since. Washington's Cabinet consisted of five members: himself, Secretary of State Thomas Jefferson, Secretary of the Treasury Alexander Hamilton, Secretary of War Henry Knoxand Attorney General Edmund Randolph.
These position were created because Congress deemed that they were necessary and proper. The Cabinet position's of today were not specifically enumerated in teh Constitution and therefore in order to be lawfully created they would need to be necessary and proper in order to execute the delegated powers.
The Departments of Lobor, Education, Transportation, Energy and virtually all other departments are unconstitutoinal becasue they are not necessary and proper in order to execute the powers delegated to Congress.
These Departments should either be abolished or they should be lawfully created by the amendment process. Powers not delegated to Congress are reserved to the states.
