The Virginia Plan

The greatest debate at the Constitutional Convention was over representation in the  senate.  The Virginia Plan would allocated representation in both the House and the Senate to be based on the population of the states. 

This would have given more political power to the states with the largest populations and was unacceptable to the delegates of the small states.

The New Jersey Plan proposed that all states would be equally represented in the Congress which was rejected by the large states.

The states that supported the Virginia Plan were Virginia, Pennsylvania, Massachusetts, North Carolina, South Carolina and Georgia. The states of Connecticut, Maryland, Delaware, New Jersey, New York and New Hampshire opposed the Virginia Plan.
