The men that created the government for the British Colonies in North America wrote a document known as the Constitution tin order to create a more perfect union.
They understood that governments that possessed too much power would jeopardize the life, liberty and property of the people. They wrote a Constitution to govern the government and prevent its abuse of power.
For this reason they delegated to Congress a short list of 18 enymerated powers and reserved all other powers to the states.
Congress was forbidden to take any action that was not specifically delegated to them. The 18th power granted to Congress is known as the "Necessay and Proper Clause" .
